Already existing / spawned carry bags and containers won't have the updated stats! You either have to find / craft / spawn new ... Buff up your weak, noodly arms. You can't increase carry weight, even someone with 1 Strength can hold up to 50kg in their inventory, same as someone with 10 Strength. What you can change is the maximum amount of weight you can carry before your character begins feeling the effects of being overburdened, though.
