Explosive turns the Railway Rifle into a hit scan weapon. That alone makes Explosive the hands down best 2nd star for day to day use. With comparable damage to 50% Crit Damage (once you take 5/5 Demolition Expert), it's a no brainer. I would only take Faster Fire Rate over Explosive on a Railway Rifle. It really depends on what you're looking for. A quad railway rifle? Hmm. If I wanted to use one and it was a one star legendary, probably 1-3k caps, depending on my cap situation. If it had at lease 2 good rolls, probably 3-5k. But yeah I wouldn't pay more than 5 or 6k on a single item. It's just not worth it unless you're rolling in caps.
