Can you change time and date and keep it persistent after restarts on private server, I have changed date and time within my config.cfg and yet every time the server restarts it goes back to the default. This is the official server restarts, yup - But I would say it really depends on which server you are playing on and how full the server is. S4 for example, feels like it restarts every 2 hours.
